Ask yourself, what do you find interesting in the field first. That may be your answer. It's a lot of work and worse if you find your topic boring.
I am an education adviser for a school that offers an ASAST and BSAST in Nuclear Engineering. The problem is we have been waiting forever to become ABET certified. Not an issue before, but now companies are looking at ABET certification of degrees before hiring. Maybe this is an old issue that I am just finding out about or a new issue that can be explored. Who knows.

No. And if you're seriously getting a doctorate in this, you should have had some clues before this point.
