How do you do a Proposal on a topic for a research paper?

Im going to have to do a 5 page research paper. But first my we have to do a 300 word proposal on the topic. I am doing: ''Is television 'bad' for children or is it a formidable learning tool?''





I dont understand what a proposal is supposed to be like and what info I should include. Do I need a bibliography for this?

How do you do a Proposal on a topic for a research paper?
I guess it summary of what you plan to write about. How you plan to research this subject...etc. Hope this helps
